CRIME REPORT AND PRESENTATION ON CRIMEVIEW

PENDING PLANNING COMMISSION/COMMUNITY INPUT ITEMS:
Sentara – Zoning Amendment Application – Request to amend
Zoning at 811 Redgate Avenue (former Discovery Daycare Center Site)
– Request to change zoning on site to permit “Administrative Offices”
CHKD has intentions of leasing space for 10yrs and use as admin & clinical use. Willing to adjust language to using the space as needed to allow usage. Decided not to use space as day-care in future. Have no plans to use space as mental health or substance abuse. Has 29 parking spaces and will require employees to use those spaces with a few for visitors (which they don’t expect to be many visitors).
Q – construction – none, only that will occur will be within the building
Q – # of employees – 50 est
Goes before planning commission at end of month.
Motion to oppose motion – 100% including all in attendance. GNL will work on language to create zoning that would be in more liking of day care.
MAJOR CONSTRUCTION PROJECT IN GHENT – INFO AND IMPACT
Ghent Area Sanitary Sewer Pipeline Replacement Project
Presentation: HAMPTON ROADS SANITATION DISTRICT KIMLEY-HORN & ASSOCIATES
3 miles of pipeline replacement. original installed in 1940’s, concrete – start in Summer 2011, 400 days of construction.
Construction will be in 2 segments. The existing line will be abandoned in place and filled will concrete which currently goes all over the place, even back yards. Less then 20 easements. Will be running into many older utilities such as old rail road tracks, looking at old city records to avoid these. They did soil borings to test soil for problems.
This will be a Living Project Route, using rolling construction zone. During day thru traffic is stopped.
Active construction zone – one at a time, expect each 120 ft section to take 24 ft per day = 1 week
Equipment will be parked overnight on street overnight.
Parking – doing traffic studies, trying to find additional parking within 2 block radius for residents.
Parking for workers will be off site except for site managers who need to travel back and forth.
Granite curbs – 2 considerations – reuse what is there and/or replace what is missing with granite.
Norfolk Community Services Board’s Relocation/Expansion Plans – CSB is going forward. The GNL has not received any notification. Currently the reason CSB is moving is not clear/correct with previous reasons. Councilman Winn called for city manager to bring CSB under norfolk jurisdiction.

GNL Boundaries for Membership and for Notification – Clarification
Notification – 22nd, hampton, Monticello, Brambleton – 100% in favor
Boundaries – to include the whole hage area and yarmouth st – 100% in favor
APPROVAL OF MINUTES:
Dentistry on Hampton Blvd near 22st st – conversion of residential to commercial
GDP complaints – Residents have expressed concern over the deteriorating conditions. Specifically the grass deterioration. They have also expressed concern regarding the trash cans which starts to smell, especially in the warmer climates and lack of users not picking up droppings. They have also said they grow tired of users not observing park rules, such as times it is open and park closure during wet conditions. The GDPA is meeting to discuss actions to resolve these issues.
