At its Oct. 19, 23009, monthly meeting, the board of the Ghent Neighborhood League unanimously opposed a recent ABC [Alcohol Beverage Control] application by Walgreens for a “wine and beer off premises” license at its 800 block store on 21st Street.
The league opposed the application because of a January 2003 City of Norfolk ordinance on an earlier Walgreens’ application to operate a 24-hour drive-through pharmacy at this site. According to the ordinance, “No alcoholic beverage shall be sold.”
The league also voiced its concerns about the many ABC licensees already operating in the store’s close vicinity, including a state-run ABC and a Total Wine store.
According to information from the local ABC office and the City of Norfolk, Walgreens’s intent to sell wine and beer at the Ghent store also requires requires an “adult use special exception” permit from the Norfolk City Council.
ABC and special exception applications are vetted by the state and the city, respectively.
