Guest speaker: Norman Maas, director of Norfolk Public Library. Mr. Maas will be speaking on the Van Wyck Library and citywide plans for the library system

Guests with business before the board: Lenny Newcomb, Norfolk zoning administrator, and Anne Guthrie, Norfolk Department of Planning. Discussion on a proposal for an amendment to the HC-G2 zoning district (between Olney Road and Princess Anne Road)
The city’s intent is to “amend the Zoning Ordinance of the City of Norfolk, 1992, by amending the HC-G2 (Ghent Historic and Cultural Conservation) district to require a special exception for infill properties that are not historically or culturally developed and to create standards thereof. The intent of these amendments is to provide standards for the compatible development of infill lots located in the HC-G2 district.”
The proposed amendment first was placed on the Norfolk Planning Commission’s agenda in early fall of 2004 but has been continued since then every month. In October 2004, the GNL board had voted to contact Mr. Newcomb, requesting that that each special exception be decided o n a case by case basis, as they are currently, and not to rewrite the ordinance.
